SUBJECT:  Recommendation for Victims Leave Policy be Added to the AP Manual

Background

Included in the CSU State Classified Personnel HR Manual and in line with state statute is a section addressing victim protection leave.  Section 3 of the CSU State Classified Personnel HR Manual states:

Victim Protection:

Victim protection is a type of unpaid leave granted for up to twenty-four hours (prorated for part-time employees) per fiscal year for victims of stalking, sexual assault, or domestic abuse or violence.  An employee must have one year of state service to be eligible and have exhausted all annual and, if applicable, sick leave.  Leave is available for seeking a restraining order, health care for the employee or employee’s children, securing or seeking safe housing, and seeking legal assistance and participating in legal matters.  All information related to the leave shall be confidential and maintained in separate confidential files with limited access.

Recommendation

The Commission recommends that the victim protection leave policy be added to the Faculty & AP Manual, similar to how it is outlined in the State Classified HR Manual, given as it is a state statute.

Promotes the Mission and Goal of the Commission

The victims who experience the circumstances that require this type of leave are more often than not women.  By adding the policy to the AP Manual, women will have improved and increased access to seek the help they need, thereby improving the work experience and environment for individuals in their time of need.
